Ethics Policy

General Statement

The purpose of this policy is to set forth the high standards of ethics and quality applicable to volunteers, employees, agents, and representatives of STARS International University®.

Compliance with Laws and Regulations

STARS International University® must comply with all applicable legal requirements in its operations. Each employee and volunteer must comply with the letter and spirit of these laws and regulations. Except in the performance of their official duties, employees may not use or disclose confidential information such as business plans, financial data, trade secrets, customer and supplier information.

It is the responsibility of the staff and the Board of Directors to understand legal requirements. If questions arise, employees should consult with the appropriate staff or members of the Board. Legal advice should also be sought when necessary. Management, in conjunction with legal counsel, establishes procedures to ensure compliance with laws. Employees are required to implement these procedures in their areas of responsibility. Minutes of all Board and committee meetings must be recorded, distributed and approved. Attendance and voting results are recorded.

Conflicts of Interest

The success and integrity of STARS International University® depend on employees and volunteers observing legal, moral and ethical standards. They must avoid situations that may create a conflict of interest or adversely affect their loyalty. Employees and volunteers have a duty to protect the interests of the university and refrain from actions that may damage its reputation. Engagement in activities that present a real or perceived conflict of interest is prohibited. If such interests arise, they must be discussed immediately with a supervisor. Volunteers are required to disclose potential conflicts to the Board of Directors annually. Any activity that violates this policy may not be initiated or continued without the written permission of the responsible manager or a member of the Board. The management team, in conjunction with the Rector and legal advisers, develops procedures for determining the existence of a conflict of interest and makes the final decision on disputed issues.

Examples of actions that violate this policy:
  • Part-time work that interferes with or negatively affects the performance of the jobresponsibilities.
  • Direct or indirect ownership of stock or debt of university suppliers.
  • Acceptance of significant gifts, entertainment, loans, or other benefits from suppliers.
  • Financial interest in university transactions.
  • Unauthorized disclosure or use of confidential information.
  • Using university assets for personal use.
  • Engaging in activities that may be considered illegal or unethical.
The University Authority commits to:

comply with all applicable requirements imposed by legislative and regulatory legal acts, and quality standards for the organization's activities;

  • − define quality goals and objectives, eliminate hazards and reduce quality risks;
  • − conduct regular analyses of the organization's activities, customer feedback, fulfillment of goals, and quality policy for continued suitability;
  • − strive to continually improve the quality management system based on analyses and monitoring, through corrective actions;
  • − communicate the quality policy in an accessible manner to employees and interested parties, implement it at all levels of the organization, and ensure its relevance.
  • − continuously improve the quality of competence of employees and faculty;
  • − integration of the educational process with practice
  • Payments to government officials, clients and others

    To comply with the law and preserve the reputation of the university, it is prohibited to make bribes or other illegal payments to government officials, clients, suppliers or others. This applies to both direct and indirect payments through third parties.

    Gifts and honoraria

    Employees and volunteers have the right to participate in political activities in their own time and at their own expense. The University does not reimburse such expenses or endorse political statements on its behalf.

    Acceptance of Items by Employees, Agents, and Representatives

    Employees, volunteers, and representatives of the University may accept meals or entertainment of nominal value in connection with business meetings. Such events should be rare and modest. Significant gifts from individuals or companies doing business with the University are prohibited. If such a gift cannot be returned, it will be turned over to the general office for further disposal.

    General Rules for Employees

    All expenses for meals and entertainment must be fully documented. Promotional gifts from vendors of insignificant value are acceptable. Gifts of greater value will be returned to the giver with an explanation. Employees are required to act with integrity and report any unethical actions by suppliers to the rector.

    Accounting and financial records

    The financial records of the university must accurately reflect all transactions. It is prohibited to create false records, unauthorized funds or false reports. The internal control system must ensure the compliance of transactions, accurate accounting of assets and protection from unauthorized access.

    Ethics Education

    Employees are required to receive ethics training to better understand their responsibilities and navigate potential ethical dilemmas.

    Violations and Disciplinary Actions

    Violations of this policy may result in disciplinary action, including dismissal, termination of employment, criminal prosecution, or damages to the University. Fairness will be applied in each case and employees will be given the opportunity to explain their actions.
